Latest from World Oil (https://rb.gy/2l8uhk):-The UK plans to introduce annual North Sea oil and gas licensing rounds to provide investor certainty and reduce dependence on foreign suppliers. Legislation to be unveiled in the King's Speech mandates the North Sea Transition Authority to invite applications for fossil fuel drilling each year. While the UK aims for net-zero emissions by 2050, it acknowledges ongoing reliance on oil and gas. The government argues that domestic production enhances energy security and reduces dependence on foreign sources like Russia. The move is part of a political divide between the ruling Conservatives and the opposition Labour Party. Licensing rounds will occur if certain conditions are met, supporting the transition to net zero. Domestic energy is seen as vital for job creation, economic growth, and energy source diversification. "The Energy Department conducts its “public interest” determination only after the Federal Energy Regulatory Commission (FERC) completes an environmental review. FERC, an independent agency, isn’t bound by the President’s moratorium, but it also has been dragging its feet on permitting LNG projects.Last week FERC approved Venture Global LNG’s CP2 project after nearly 11 months, more than twice as long as the typical review. Better delayed than never, but the regulatory holdups are causing enormous uncertainty. Foreign governments are signing supply deals with Qatar and Russia. Is this in America’s interest?Democrats fret thatDonald Trumpwill ignore court rulings, but the Biden Administration defies them left and right. A federal judge in June 2021 ordered the Administration to resume quarterly oil and gas lease sales as required under federal law. It didn’t hold its first auction until June 2022 and waited another year to hold a second.Progressives have no credibility when they warn about an imperial Trump Presidency after encouraging a lawless Biden Administration.

Rosebank: UK Government faces legal challenges over oil field approval"Uplift and Greenpeace UK have launched legal challenges to the UK Government over its decision to green-light the Rosebank oil and gas project – the largest untapped field of its kind in the North Sea.Regulator the North Sea Transition Authority (NSTA), legally known as the Oil and Gas Authority,approved the project in September, paving the way for Norwegian energy major Equinor to target first production in the 2026-7 financial year.The Energy Secretary also had to give approval for the project, which is more than twice the size of the controversial Cambo oil field at around 300 million barrels of oil.Uplift and Greenpeace UK have both applied to the Court of Session in Edinburgh for a judicial review of the decisions made by the NSTA and the Energy Secretary. In a significant legal decision, the U.S. Courts of Appeals for the Fifth Circuit has invalidated the emissions permit for Sempra Infrastructure's Port Arthur LNG export terminal in Texas. The ruling found that the Texas Commission on Environmental Quality (TCEQ) did not apply consistent emissions limits to the project compared to similar projects, specifically citing the Rio Grande LNG project. This decision requires the TCEQ to reevaluate the permit for the Port Arthur facility, which has a substantial capacity of 13.5 million metric tons per annum and is crucial for LNG exports to various countries, including Europe. The court emphasized the need for consistent treatment of permit applications. Sempra Infrastructure, ConocoPhillips, and investment firm KKR hold a significant stake in the project. The ruling aligns with growing environmental pressures on LNG expansions in the U.S. It could influence the number of such projects, with implications for global LNG prices. The contracts between the Constellation and the Massachusetts gas utilities to keep the Everett LNG import terminal open through 2030 are facing pushback in expedited proceedings at the DPU.Constellation and the utilities have argued that the agreements are necessary to preserve the reliability of the system during especially cold days due to the region's gas constraints.The key concerns raised in the proceedings center around cost and how the contracts fit into the state's climate efforts. While the utilities have framed the contacts as a temporary solution that avoids new gas infrastructure, environmental organizations are skeptical.The six-year contracts line up with the projected in-service date of a major proposed capacity expansion to the region. WEST OF SHELANDS READY TO RECEIVE SHELL AND KICK OFF THE VICTORY GAS FIELD.The UK government has approved plans by Shell to develop the Victory gas field in the West of Shetland area.The North Sea Transition Authority (NSTA) granted development and production consent for the Victory field.The decision comes after agreement from the Offshore Petroleum Regulator for Environment and Decommissioning (OPRED) following their environmental assessment.OPRED concluded “there will be no significant effects on the environment” from Shell’s Victory field plans.Energy Secretary Claire Coutinho had earlier accepted the environmental statement from OPRED in November, with the documents published today.An NSTA spokesperson said: “The Victory project is expected to aid the UK’s energy security by providing domestically produced gas for UK homes and businesses, generate significant investment, create jobs, and make use of existing infrastructure as we transition.”The move comes as legislation for the windfall tax – or Energy Profits Levy (EPL) – provides tax incentives for any new oil and gas projects until the levy sunsets in March 2028, saving 91p for every £1 spent.The London-listed supermajor took 100% ownership of Victory, which sits 29 miles north-west of Shetland, in 2022 after buying out Corallian Energy.Shell intends to carry out development drilling and subsea installation activities from Q2 2024, with first gas from 2025.Responding to the approval announcement, Shell UK upstream senior vice president Simon Roddy said: “The UK North Sea is a critical national resource, providing a steady supply of the fuels people rely on today and strengthening the country’s energy security and resilience.#oilandgas #northsea #nationalsecurity #wearedrillershack
